Article on interest some New Jersey residents are showing in preserving old and decaying factories, powerhouses and waterworks, once symbols of state's reputation as industrial wasteland; many industrial sites need remediation, most often for asbestos, lead paint or PCB spills, and critics contend buildings should be razed and open spaces returned to public domain.
